Reduce weekend frame tint: 10% was too aggressive, use 9% lightness

hsl(0 0% 10% / 0.65) was visibly too bright vs weekday hsl(0 0% 8% / 0.65)
in Firefox. Reduced to hsl(0 0% 9% / 0.65) — 1% bump, subtle but present.
